Boise operates a Municipal Separate Storm Sewer System (MS4) permitted by the Idaho Department of Environmental Quality. City Code Title 8 requires construction projects disturbing 1 acre or more (or smaller sites part of a larger plan) to file a SWPPP and implement sediment/erosion controls. Post-construction stormwater quality must be addressed through bioswales, detention ponds, pervious pavement, or similar BMPs. Illicit discharges to storm drains (paint, oil, concrete washwater, pool chlorine) are prohibited. All storm drains in Boise flow to the Boise River untreated, so any pollutant entering a drain reaches the river directly.
