12, titled 'the city stormwater/urban runoff management and discharge controls ordinance' under Sec. 010, implements the federal Clean Water Act and California's Porter-Cologne Water Quality Control Act at the local level. Sec. 060(a) makes it a violation to throw, deposit, leave, maintain or permit any pollutant, defined broadly to include paint, motor oil, sand, trash, animal waste, wet concrete and other debris, in or upon any street, alley, sidewalk, storm drain, inlet, catchbasin or other drainage structure, or upon any public or private plot of land in the city, with a narrow exception for pollutants held in a contained, spill-proof container awaiting removal.

The same subsection separately bars letting a leaking dumpster or waste bin discharge pollutants into the storm drain system. Sec. 070 extends the prohibition to illicit connections and illicit discharges to the storm drain system, applying it retroactively regardless of whether a connection was lawful when made. New development and redevelopment projects must control runoff using best management practices identified by the city manager, which can include increasing permeable surface, directing runoff to permeable areas, and maximizing on-site stormwater storage for reuse, per Sec. 060(c).

Commercial and industrial facilities, including auto repair shops, restaurants and landscaping operations, face regular inspection under Sec. 100, and Eastvale businesses specifically must be inspected under the regional MS4 Permit, Order No. RB-2010-0033, NPDES No. CAS 618033.
