Jurupa Valley Municipal Code Title 13, Chapter 13.40 (Urban Runoff and Stormwater Protection) prohibits non-stormwater discharges to the MS4 and implements the Santa Ana Regional Water Quality Control Board's MS4 NPDES permit (Order R8-2010-0033) for Riverside County co-permittees. Construction sites disturbing 1 acre or more must obtain coverage under the State Construction General Permit (SWRCB Order 2022-0057-DWQ) and prepare a Stormwater Pollution Prevention Plan (SWPPP).
Chapter 13.40 prohibits discharges other than uncontaminated stormwater to the city's storm drain system. Common prohibited discharges include vehicle wash water, concrete washout, painting wastes, pool/spa drainage with chlorine, food-service wastes, sediment from construction, landscape irrigation runoff, and pet waste. Allowed (conditional) discharges include diverted stream flows, uncontaminated groundwater, foundation/footing drains, air-conditioning condensate, irrigation water from agricultural sources, dechlorinated swimming pool discharges, individual residential car washing, and emergency firefighting flows. Construction sites must implement Best Management Practices (BMPs) consistent with the Riverside County Water Quality Management Plan (WQMP). New and redevelopment projects creating/replacing 5,000+ sq ft of impervious surface generally trigger Low Impact Development (LID) requirements. The Santa Ana RWQCB and city Public Works/Engineering enforce.
Illicit discharges to the MS4 are misdemeanors/infractions under Title 13 plus state Water Code §13385 administrative civil liability (up to $10,000/day plus $10/gallon). Construction sites without SWPPP coverage face SWRCB enforcement and stop-work orders.
