Construction sites must implement Best Management Practices (BMPs) consistent with the Riverside County Water Quality Management Plan (WQMP). New and redevelopment projects creating/replacing 5,000+ sq ft of impervious surface generally trigger Low Impact Development (LID) requirements. The Santa Ana RWQCB and city Public Works/Engineering enforce.
Illicit discharges to the MS4 are misdemeanors/infractions under Title 13 plus state Water Code §13385 administrative civil liability (up to $10,000/day plus $10/gallon). Construction sites without SWPPP coverage face SWRCB enforcement and stop-work orders.
