The city is a co-permittee under the Sacramento Area Stormwater Quality Partnership MS4 permit issued by the Central Valley Regional Water Quality Control Board. This prohibits discharge of any non-rainwater pollutants to the storm drain system that connects to the American River via Morrison Creek and other tributaries. Common violations include washing down driveways with soap, dumping paint or motor oil, and construction site runoff without BMPs. New or redevelopment projects creating 5,000 square feet or more of impervious surface must implement LID post-construction stormwater controls such as bioretention, permeable pavement, or tree-wells. Hotline reporting is available through the Sacramento Stormwater Partnership.
