Chapter 20, Article VI of the Tarpon Springs Code regulates stormwater management, including stormwater utility fees and an illicit-discharge prohibition that bars dumping pollutants, leaves, or yard waste into streets, storm drains, or waterways.
Tarpon Springs operates an MS4 stormwater program under Chapter 20 (Water and Sewers), Article VI โ Stormwater Management. The article establishes the stormwater utility fee, defines impervious area and ERU billing units, and prohibits illicit discharges into the storm sewer system. Specifically, residents and businesses may not dump leaves, yard waste, motor oil, trash, chlorinated pool water, paint, or other pollutants into streets, storm drains, or waterways. Article VII covers the storm sewer system itself. New development must demonstrate post-development runoff does not exceed pre-development conditions and meet SWFWMD permitting standards.
Illicit discharges and improper yard-waste disposal trigger written notices, code enforcement action, and possible fines under the city code and ยง 8-23.
