The City of Baldwin Park's own zoning code (Section 153.130.060) caps front-yard fences, walls and hedges at 3 feet of solid material, or 5 feet if the fence is open wrought iron with pilasters under 30% of its length. Side and rear yards allow up to 6 feet. Commercial/industrial side and rear yards allow 8 feet.
Fence and wall heights in Baldwin Park are set by the city's own municipal code, Chapter 153 (Zoning Code), Section 153.130.060 - not by Los Angeles County. Per subsection (B), in all residential zones walls, fences and hedges shall not exceed 3 feet in height within or along any front yard area. An exception allows a fence of wrought iron, or combination wrought iron and pilasters where the solid pilasters do not comprise more than 30 percent of the lineal fence length, to reach a maximum height of 5 feet. Walls, fences and hedges shall not exceed 6 feet within or along any side or rear yard area. Subsection (C) permits walls, fences and hedges in commercial and industrial zones up to 8 feet within or along a side or rear yard. Height is measured (subsection A) as the vertical distance from the lowest ground elevation or finished grade to the highest point of the fence or wall, and the city's Fence and Wall handout notes this includes decorative finishes or ornaments. On corner lots, the city's separate Clear Cross-Visibility Requirement (Section 153.130.090) overrides these limits inside the sight triangle. These are stricter, city-specific front-yard rules than California's general fence statutes, which do not cap height.
Fences exceeding these heights, or built without the required front-yard Zoning Clearance, are zoning violations subject to correction by the Community Development Department and code enforcement; non-conforming fences may be ordered modified or removed.
