Full Breakdown
062 sets the front-yard fence height limit: in all residential zones, no fence, wall, hedge or other sight-obscuring object or structure taller than 3 feet can be built or allowed to stand within 15 feet of the front lot line. Subsection (B) makes clear this rule doesn't authorize any structure, shrub, hedge or sight-obscuring object to violate any other part of the zoning chapter, so it works as a floor, not a substitute for other height or setback limits. 031: in any zone requiring a front yard, no obstruction over 3 feet can be placed on a corner lot within the triangular area formed by the street property lines and a line connecting points 40 feet from the intersection of those street lines.
That triangle rule carries two carve-outs: a reasonable number of trees pruned to at least 7 feet above curb or grade (or higher, whichever gives an unobstructed view), and pumps at gasoline service stations. 062 for all other front-yard fencing.
Violations & Fines
Erecting or maintaining a fence, wall or hedge over 3 feet tall within 15 feet of the front lot line, or placing any sight obstruction over 3 feet inside a corner lot's 40-foot visibility triangle, violates §§ 156.062 and 156.031. Violations of § 156.031 carry the penalty referenced at § 156.999: a $100 fine as an infraction, with each day of the obstruction counted as a separate offense.
