165 sets the county's vision-clearance rule for corner lots and railroad crossings, and it applies in every zone. No hedge, fence, wall, or other structure taller than 36 inches, measured above curb level, may be erected, placed, or maintained inside the triangular area formed by measuring 50 feet from the intersection of two street rights-of-way, or of a street right-of-way and a railroad right-of-way, and connecting those two points with a straight line. The rule also reaches landscaping: no tree or planting can be placed or maintained in that triangle if it would obstruct sight lines.

Chapter 154's residential fence standards build on that baseline. 165 are limited to Class 2 (ornamental iron) or Class 3 (woven wire or chain link), and outside the sight triangle those same uses may run Class 2 or 3 fencing up to 72 inches in front yards and Classes 1 through 6 up to 72 inches in side or rear yards, with recreational areas allowed up to 96 inches and tennis-court or ballfield backstops up to 144 inches. 170 clarifies that fence height is measured along the fence's own location and that setback distances are measured from the lot lines, not the structure.
