Campbell County, KY Animal Ordinances: Pet Groomer Rules (2026)

Section 154.046(C) lists 'pet grooming excluding kennels and pet daycares' among the thirteen activities the county allows as a general home-based business, meaning a resident may groom animals for pay after obtaining a zoning permit rather than going through a conditional use hearing. The exclusion is explicit: a boarding kennel or pet daycare operation is not on the list and therefore falls to § 154.046(D)'s catch-all for 'other home-based business,' which cannot open until the Board of Adjustments approves a conditional use permit under § 154.049.

Every general home-based business, including grooming, must also satisfy § 154.046(A)'s baseline rules: the operation stays indoors and subordinate to the home's residential use, only one non-resident employee may work on site, and no equipment or process may create noise, vibration, odor, or fumes detectable to the normal senses beyond the property boundary, with noise limited to what is typical of a residential neighborhood. The general home-based business rules layer on a minimum one off-street parking space that cannot sit in the front yard, and restrict deliveries and other perceptible activity, such as clients dropping off pets, to the hours between 7:00 a.m. and 10:00 p.m. An accessory structure used for grooming is allowed only in the R-RE and A-1 zones, and limited to one such structure per lot.
