Campbell County, KY Animal Ordinances: Breed Restrictions (2026)

03(A) makes it unlawful to own or possess a vicious animal unless the owner follows a set of conditions as a condition of keeping it. The animal must be registered with Animal Services. It must be confined in an enclosure Animal Services approves, one built to keep out small children, suitable to hold the animal, securely closed and locked, and designed to prevent digging out or otherwise escaping. The enclosure must display a warning sign visible from the public roadway or public access point. The animal cannot leave the owner's dwelling or the enclosure except for veterinary care or under Animal Services' direction, and when it must go outside those areas it has to be under the owner's or keeper's direct control, muzzled, and restrained on a lead or leash no longer than three feet, or placed in a secure carrier.

The owner or keeper must immediately notify Animal Services if the animal gets loose, becomes unconfined, attacks an animal or person, or dies. 03(B) separately makes it unlawful to own or possess any animal that conducts itself so as to constitute a public nuisance. 03 turns on an animal's conduct and its formal registration as vicious, not on its breed, Campbell County's code does not single out particular dog breeds for restriction or ban.
