Campbell County Code § 90.30 bans pet shops from selling, bartering or giving away live cats or kittens, and bans anyone from offering cats for sale on streets, medians, parking lots or flea markets. Section 90.01 exempts sterilized, ear-tipped community cats from the chapter's licensing, stray and at-large rules.
It shall be unlawful for any pet shop located in Campbell County to display, offer for sale, deliver, barter, auction, give away, transfer, sell any live dog, puppy, cat or kitten...It shall be unlawful for any person to offer for sale any dog, puppy, cat or kitten at or on any street, public right-of-way, parkway, median, park, recreation area, outdoor market, booth, flea market, roadside stand, temporary site or parking lot regardless of whether such access is authorized by the owner. COMMUNITY CAT. Any free roaming cat that may be cared for by one or more residents of the immediate area who is/are known or unknown; a community cat may or may not be feral. Community cats shall be distinguished from other cats by being sterilized and ear tipped; qualified community cats are exempt from licensing, stray and at-large provisions of this chapter.

30(A) makes it unlawful for any pet shop in Campbell County to display, offer for sale, deliver, barter, auction, give away, transfer or sell any live cat or kitten (the same ban covers dogs and puppies). 29. 30(B) separately bars anyone from offering a cat or kitten for sale on a street, public right-of-way, parkway, median, park, recreation area, outdoor market, booth, flea market, roadside stand, temporary site or parking lot, whether or not the location's owner authorized the sale; animal shelters, rescue organizations, and state or county fair, 4-H or similar educational exhibits are excluded from that ban.
01 defines a COMMUNITY CAT as a free-roaming cat cared for by area residents, distinguished by sterilization and ear-tipping, and a qualifying community cat is exempt from the chapter's licensing, stray and at-large provisions and may be exempt from other owned-animal provisions. 15 separately orders mandatory feline leukemia/FIV testing for cats adopted from Campbell County Animal Services, though ear-tipped community cats are exempt from that testing requirement. 12, which by its terms applies only to dogs six months or older.
Violations & Fines
Section 90.99(B)(1) makes a first violation of §§ 90.25 through 90.30 a Class B misdemeanor carrying a fine of up to $250, up to 90 days in county jail, or both, with each animal involved counted as a separate violation. A second or later offense is a Class A misdemeanor under § 90.99(B)(2), punishable by up to $500 and up to 365 days in county jail.
