Rowan County, NC Fence Regulations: Height Limits (2026)

Sec. 21-274, in the zoning chapter's general development standards article, states that nothing may be erected, placed, planted or allowed to grow in such a manner as to materially impede vision at intersections, and defines the protected area as the sight-distance triangle. The section sets the controlled height band precisely: the triangle must be kept free between a height of two and one-half feet and ten feet above the centerline grades of the intersecting streets. 5 feet, or an open, see-through fence design, does not create the same obstruction and is not barred by this section.

The rule applies regardless of zoning district and layers on top of any other setback or accessory-structure standard that might otherwise let a fence sit closer to the corner. Roads proposed for public maintenance must additionally meet NCDOT's own sight-distance regulations, which can be more restrictive than the county's triangle. The county's zoning code does not otherwise state a numeric maximum fence height for ordinary front, side or rear yards outside the intersection triangle.
