Greenville, NC Fence Regulations: Height Limits (2026)

Section 9-4-268(M) of the Greenville City Code sets fence height by zoning district and yard location. In residential districts, a fence in the front yard cannot exceed six feet, while a fence in the side or rear yard can go up to eight feet. In non-residential districts, the ceiling rises to eight feet in the front yard and ten feet in the side or rear yard. The ordinance treats fences and walls the same way, and it applies citywide wherever the zoning ordinance governs.

Before a fence goes up, Planning and Development Services must issue a zoning compliance letter, on city-supplied forms, confirming the plan meets these height and material standards; a building permit is also required if applicable. The same approval is needed to enlarge, remove, relocate, or materially repair an existing fence, so replacing an aging six-foot privacy fence with a taller one triggers the same review as new construction. No fence, or any part of one, may be located in or extend into a public right-of-way, a separate bar from the yard-height limits that catches fences built too close to the street.

Silt fences and similar temporary construction barriers are allowed under an active building permit but must come down once the site is stabilized, so they are not subject to the six/eight/ten-foot caps that govern permanent residential and commercial fencing. All fences, regardless of height, must be built in a workmanlike manner using customary or normal fencing material, a baseline construction-quality standard that predates the numeric limits added by later amendments through Ordinance No. 21-010 in 2021.
