Richmond Zoning Ordinance limits front yard fences to 4 feet and side and rear yard fences to 7 feet in R-1 through R-7 residential districts. In historic districts (Church Hill, Jackson Ward, Monroe Ward, Shockoe Slip) the Commission of Architectural Review (CAR) must approve new fences regardless of height. Chain-link is prohibited in front yards in Old and Historic Districts. Industrial and commercial properties may install 8-foot fences, with barbed wire above 6 feet only in M-1 and M-2 zones.
