UDC Section 9.5.2(D)(1), administered by the City-Parish Department of Development Permit & Inspection Division, governs fence and wall materials throughout East Baton Rouge Parish. Concertina (razor) wire fences are prohibited throughout the parish without exception. Walls or retaining structures containing more than 50 percent exposed standard concrete masonry blocks (CMU) are not allowed, whether painted or unpainted. Chain-link fences are permitted in all character areas except Downtown. Electric and barbed-wire fences may only be erected in the Rural character area for livestock control. Wood and vinyl are standard permitted residential materials. Fences exceeding 8 feet require licensed engineering plans; permits are applied for at mygovernmentonline.org.
