The restriction sits in the same district-based framework as the general fence height rules, right after the height limits for Agricultural-Residential, Office, Commercial, Multifamily, and Industrial districts. 5(a)(1)(c); it cannot be used in Agricultural-Residential, Office, Community Commercial, or Multifamily districts, or in the Single-Family Residential districts covered separately under subsection (a)(2). The code carves out one exception that applies regardless of the underlying zoning district: barbed wire fencing is permitted on any property where an agricultural activity is the principal use, recognizing that livestock containment is a working necessity on farm parcels even inside a residentially zoned area.

Outside that agricultural exception, a homeowner or business in a district other than Heavy Commercial or Industrial cannot install security or barbed wire, even if the rest of the fence otherwise meets the district's height limit. 9, which requires an opaque fence, not a wire fence, at least 8 feet tall to screen storage in Community Commercial, Heavy Commercial, and Light Industrial districts, so security wire is not a substitute for the opaque screening those sections separately require.
