Barbed wire on fences may be utilized in the IND-1 Industrial District only upon the written request of the applicant and written approval by the Zoning Administrator. Approval of such request shall be based on demonstrated need, safety and reasonableness. Under no circumstances will any fence six feet in height or less, within ten feet of a public sidewalk, or within 30 feet from a neighboring parcel which has a residential use, be permitted to use barbed wire. Barbed wire shall not extend more than three vertical feet above the top of the fence.(3)No fence shall contain razor wire, concertina wire or similar type of wire, or carry any electrical current.
