Section 8106-8.1.3 (Ord. 4606, 11/1/2022) bans barbed wire, razor-edge wire, electric wire, and similar fencing in urban residential zones (R-1, R-2, R-P-D, RHD, RES, R/MU) and commercial zones. The prohibition also applies to industrial zone properties that abut or face urban residential properties if the fencing would be visible from the residential property. Agricultural zones (O-S, A-E) and rural residential zones (R-A, R-E, R-O) generally allow these materials for livestock containment. Standard permitted materials include wood, wrought iron, vinyl, chain link, concrete block, and composite materials.
Installing prohibited fencing materials is a zoning violation enforceable by County Code Compliance at (805) 654-2466. Property owners receive a notice of violation with a deadline to remove the prohibited materials. Continued non-compliance results in administrative penalties.
