In unincorporated Ventura County, a solid fence up to 7 feet tall is generally allowed, but no solid fence over 3 feet may stand in a required setback adjacent to a street or in a clear sight triangle. A see-through fence up to 5 feet is permitted in front setbacks.
Fence heights for unincorporated areas are governed by Section 8106-8.1.1 of the Ventura County Non-Coastal Zoning Ordinance (NCZO), administered by the County Planning Division (not the City of Ventura). A maximum 7-foot-tall solid fence or pedestrian gate may generally be located on a lot. However, no solid fence over 3 feet tall may be placed in a required clear sight triangle, in a required setback adjacent to a street, or in the 10-foot by 10-foot right triangle on each side of a driveway on a side property line. Several exceptions apply: a see-through fence or gate up to 5 feet tall may be placed in a front setback or a setback adjacent to a street, and a see-through fence up to 7 feet tall may be located anywhere on a lot of 20,000 square feet or more. On lots zoned OS, AE, RA, or in commercial/industrial zones, a solid fence up to 8 feet is allowed (outside required setbacks and sight triangles). A see-through fence up to 12 feet may surround a residential sports court. Pilasters and decorative columns may reach 8 feet. Fence height is measured from grade (the lowest level parallel to and 5 feet from the fence) to the highest point, per Section 8106-8.1.4.
Fences exceeding height limits or blocking a clear sight triangle are zoning violations enforced by the Planning Division and Code Compliance; the owner may be ordered to lower or remove the fence and obtain required permits.
