The Memphis and Shelby County Unified Development Code Sub-Section 4.6.7E limits which fence materials are allowed in unincorporated Shelby County. Electrified fences, barbed wire, and concertina wire are not permitted in a residential district (E(1)). Barbed or concertina wire is allowed in industrial districts only if at least eight feet above the ground, and may be approved in other nonresidential districts only through the administrative deviation process (E(3)). Uncoated chain-link fences are not permitted except in the EMP, WD, and IH districts; elsewhere chain link must be galvanized and PVC color-coated in black, dark green, or dark brown as part of an evergreen screening system (E(4)). Metal panel fencing is permitted only in industrial districts (E(8)).
Using a prohibited material such as barbed wire or uncoated chain link in a residential district violates UDC Sub-Section 4.6.7E. The Division of Planning and Development can require replacement with a compliant material and impose civil penalties.
