Waynesville, MO Fence Regulations: Material Restrictions (2026)

Section 515.100 makes it unlawful to erect, build or maintain a barbed wire fence partially or wholly around any property, street, alley, lane, avenue or public highway, or in front of any public place or space, anywhere within Waynesville. The same section also bans fences with sharp or pointed tops, affixed spikes, projecting nails or similar impaling hardware. The only carve-out lets barbed wire stand in agricultural-zoned areas bordering the city limits, or in areas the City Administrator or a designated representative approves specifically for security reasons.

Section 515.110 separately bans any above-ground fence wired to carry an electrical current capable of shocking a person or animal that touches it, with no stated exception. Both bans sit inside Chapter 515, the City of Waynesville Fence Ordinance, alongside Section 515.050's list of the materials a lawful fence may use: metal ornamental wire, wrought iron, vinyl or wood, plus masonry pillars used with an approved fence and, in limited circumstances, a masonry wall approved by the Board of Adjustment. A resident who wants relief from either ban, or from the material list, can seek a variance from the Board of Adjustment under Section 515.120, which the Board may grant where the strict letter of the Chapter would work a practical difficulty or unnecessary hardship.
