Waynesville, MO Noise Ordinances: Construction Hours (2026)

Section 210.150(H) sets Waynesville's construction-noise window at sunrise to sunset rather than fixed clock hours, and it applies the same standard to three distinct activities. Building work, demolishing, constructing, altering, or repairing any building or structure, may not disturb the peace and quiet of neighboring inhabitants outside sunrise-to-sunset hours. Street work, excavating, grading, paving, constructing, altering, or repairing a public or private street, drive, or parking lot, carries the identical sunrise-to-sunset limit, though the section carves out an exception for public street work, including utility installation, removal, or repair, when the Building Inspector determines the work is necessary to minimize traffic disruption.

Site preparation, operating earthmoving, excavating, paving, or tree-cutting equipment, is likewise confined to sunrise-to-sunset hours. A contractor who needs to work outside those hours can apply to the Building Inspector for a permit extending the hours for an identified project; the permit runs for up to three days and can be renewed for additional three-day periods, but only on an emergency basis as the Building Inspector determines. The Building Inspector may grant the extension only after finding that public health and safety will not be impaired by the extended-hours work and that significant loss or inconvenience would result to some party if the permit were refused, so the extension is not automatic even for an emergency project. The permit application carries a fifteen-dollar ($15.00) fee, payable when the application is filed.
