Eastvale's Zoning Code governs where and how tall a boundary fence may be, but cost-sharing between neighbors is set by California's statewide Good Neighbor Fence Act (Civil Code 841). The equal-responsibility presumption can be rebutted by a preponderance of evidence that equal cost-sharing would be unjust (for example, where the burden is substantially disproportionate to the benefit). In Eastvale's many HOA neighborhoods, the HOA's CC&Rs may also dictate fence appearance and maintenance; those are private rules enforced by the association, not the City. Property-line disputes themselves are civil matters between owners.
The City does not enforce cost-sharing; a neighbor who refuses to contribute to a shared fence is a civil matter resolved under Civil Code 841 (small claims or civil court). The City does enforce the zoning height and clear-visibility limits regardless of any private cost agreement.
