Universal City does not legally require homeowners to split costs for boundary fences; shared fence maintenance is a private matter under Texas common law absent a written agreement. The city does regulate placement: fences must stay on the owners side of the property line unless both neighbors agree otherwise in writing. By longstanding Texas custom, the finished (smooth) side of a wood fence faces outward toward neighbors or the street, though the city does not enforce this.
