Most residential fences in unincorporated Ventura County do not need a zoning permit if they meet height limits. A Zoning Clearance is required only for fences over 7 feet, electrified fences, fences with electricity, and retaining walls over 3 feet. Building permits may also apply.
Under Section 8106-8.1.2 of the Non-Coastal Zoning Ordinance, a Zoning Clearance from the Ventura County Planning Division is required before constructing: (1) a fence over 7 feet in height (measured from grade to the top of the fence); (2) any fence that includes electricity for light fixtures or to power a vehicle access gate; (3) any electrified security fence (which must comply with California Civil Code section 835); and (4) any retaining wall over 3 feet in height (measured from grade on the lower side to the top of the wall) or supporting a surcharge. Standard residential fences within the allowed height limits typically do not require a planning permit, though a building permit from the Building and Safety Division may still be required for masonry walls, electrical work, or retaining walls per the California Building Code. A separate tree-protection permit (Section 8107-25) may be needed if a fence alters a protected tree, and special rules apply within the HCWC and CWPA overlay zones. Vehicle access gates that include a horizontal beam or archway require a Zoning Clearance and any necessary building permits. Always confirm requirements with the County Planning Division at 800 S. Victoria Avenue, Ventura, before building.
Building a fence, gate, or retaining wall that required a Zoning Clearance or building permit without obtaining one is a violation; the County can require permits after the fact, impose fees, or order removal of non-compliant work.
