Folsom does not require a building permit for fences 6 feet or less in residential zones. Permits ARE required for fences exceeding 6 feet, all retaining wall combinations over 4 feet, and any fence in the Historic District. HOA architectural review is separately required in most master-planned communities.
Per Folsom Municipal Code and the 2022 California Building Code as locally amended, residential fences up to 6 feet in height do not require a building permit. Permits are required for: fences over 6 feet; masonry walls regardless of height (engineering review); retaining wall + fence combos exceeding 4 feet total; any fence within the Historic Preservation District (Sutter Street) requiring Historic District Commission approval; fences on properties subject to use permits or development agreements. Permit fees run roughly $150-$400 depending on length. Applicants must submit a site plan showing setbacks, utility locations (call USA 811 before digging), and fence materials. HOA-managed neighborhoods require architectural review committee approval BEFORE submitting a city permit; the two processes are independent.
Unpermitted over-height fence: $250-$1,000 plus permit back-fees. Stop-work possible during construction.
