Sacramento, CA Fence Regulations: Fence Permit Requirements (2026)

C establishes the only fence-specific permit process in the city's wall-and-fence chapter: an administrative permit for electrified fencing, granted when the installation meets a detailed checklist. Location is restricted to the M-1, M-1(S), M-2, and M-2(S) zones. Electrified fence height cannot exceed 10 feet, and except at vehicle-access gates, the electrified fencing must be surrounded by a non-electrified perimeter fence or wall at least 6 feet tall (8 feet where the site abuts a residential zone, residential use, or a school). The electrified fence must be set back 12 inches from any perimeter opening of 3 inches or less, and 36 inches from any larger opening.

Any existing barbed wire, concertina wire, or similar injury-capable materials must be removed before the electrified fence goes in. Electrical components must meet International Electrotechnical Commission energizer standards and the California Electrical Code, with energizers powered by a commercial storage battery not exceeding 12 volts DC unless the building official approves an equal-or-lesser-power source. Warning signage at least 9 by 12 inches, reading 'Warning! Electric Fence' with the international shock-hazard symbol, must be posted at intervals no greater than 30 feet inside and outside the fence.

Emergency-access provisions are mandatory: a Knox Box or similar device at building-official-approved locations, a readily available power-disconnect, and disconnect controls that cannot be obscured from the street or driveway. i that first responders may disable the fence if emergency-access features are absent, non-functional, or no responsible person is present, and waives damage claims against the city for doing so.
