Layton Municipal Code § 19.16.080.4 sets the trigger point for fence permitting: 'A building permit and engineering specifications are required for a fence over seven feet in height, or as required by the current version of the International Building Code or International Residential Code.' Section 19.16.080.10 repeats and reinforces the same threshold, stating that a building permit must be secured 'for construction of all fences or free standing walls over seven feet.' Any wall or fence the Land Use Authority or city staff requires must be installed to manufacturer specifications or accepted engineering practice, and a required masonry wall over four feet must be certified structurally sound by a Utah-licensed engineer, per § 19.16.080.4.a.

Temporary fences tied to an active building, demolition, site-cleanup, or special event permit are handled differently: § 19.16.080.7 lets the Director approve a temporary fence up to seven feet without the separate structural permit, for the duration stated in the underlying permit application. Residential yard fences within the routine 6 to 8 foot range set elsewhere in § 19.16.080.14 generally fall under the seven-foot line and skip the building-permit step, but any fence pushed above seven feet for screening, sports courts (up to 15 feet under § 19.16.080.13), or other purposes crosses into permit-and-engineering territory regardless of the zoning district.
