Full Breakdown
The county's Non-Coastal Zoning Ordinance sets a 7-foot Zoning Clearance trigger for fences and separately requires clearance for any fence wired for lights or an electric gate, plus retaining walls taller than 3 feet measured from grade on the lower side. Fences that alter a protected tree may also need a separate tree permit, and fencing in the HCWC or CWPA overlay zones must meet those overlays' own standards.
Violations & Fines
Building a fence or retaining wall that needs a Zoning Clearance without getting one is a zoning code violation; Ventura County RMA can require a retroactive permit or removal at the owner's expense.
