Per the Redondo Beach Building Division, a building permit is not required for a wood fence not over six feet high or a block wall not over five feet high. A permit is required once those heights are exceeded. Retaining walls four feet or less, measured from the bottom of the footing to the top of the wall, are exempt unless they support a surcharge or impound hazardous liquids; taller retaining walls need a permit. A permit exemption never waives the zoning height limits of RBMC Section 10-2.1524, so a fence must still comply with setback rules.
