Building permits from the Building & Safety Division may be required for structures exceeding standard height limits. Existing privately-owned block walls, planter walls, or fences currently encroaching into the public right-of-way require an encroachment permit from the Engineering Division. The Building & Safety Division is located at Torrance City Hall, with counter hours Monday, Tuesday, Thursday, Friday 8 AMβ5 PM (alternating Fridays closed) and Wednesday 8 AMβ12 PM.
