Height. For the purposes of this section, "height" shall mean the vertical distance from existing grade to the top of the fence, hedge, or wall, except in a required front or exterior side setback where the finished grade is lower than the existing grade, height shall be measured from the finished grade. The following standards shall apply: (1) All residential zones. a. Front setbacks. No fence, hedge, or wall over 42 inches in height shall be permitted within any required front setback. b. Rear and side setbacks. Except as permitted in subsections (c) and (e) of this section, no fence, hedge, or wall greater than six feet in height shall be permitted within any required rear setback or side setback.

In all residential zones, a front setback fence cannot exceed 42 inches, and a rear or side setback fence cannot exceed six feet, subject to the wall and pool exceptions in subsections (c) and (e). Reverse corner lots get an added 42-inch cap inside a triangular area at the corner abutting the front setback of the key lot, formed by a diagonal line drawn between two points 15 feet along the rear and exterior side lot lines.
Nonresidential zones follow the same structure: 42 inches in a front or exterior side setback, six feet in a rear or interior side setback. Subsection (d) layers a separate safety-vision rule on top of all of this: every corner lot must keep a triangular area clear of any tree, fence, shrub, or obstruction taller than 36 inches above the sidewalk grade, with the triangle formed by a diagonal line 15 feet along the front and side lot lines from their intersection. Lots that abut both a street and an alley keep the same 36-inch, 15-foot triangle at that intersection too.
Subsection (e) separately requires swimming pools and hot tubs to be enclosed by a fence or wall between six and eight feet high, fitted with a self-latching gate with the latch at least four feet above the ground, and inspected and approved by the Building Division before the pool can be filled with water.
