Volusia County recently removed the building permit requirement for most residential fences. Permits are still required when fences serve as swimming pool safety barriers. Agricultural zones (A-1 through A-4, FR, RA) are exempt from fence permit requirements.
Most Florida cities exempt standard residential fences (wood, vinyl, chain-link under 6 to 8 feet) from building permits. Masonry and concrete fences may require structural permits. Fences in High Velocity Hurricane Zones (HVHZ) may require engineering and permits. Pool barrier fences must meet FL Building Code Chapter 4 requirements. Check property line and easements before building. Utility easements may restrict fence placement. HOAs require separate architectural review and approval.
