Fences and walls are permitted uses in every zoning district, but a Collier County building permit (Fence/Wall application, PRFW) is generally required before installation. Effective July 1, 2026, Florida HB 803 exempts single-family work under $7,500, except in flood hazard areas.
LDC Section 5.03.02 A treats fences and walls as permitted principal uses in all districts, subject to the section's restrictions. Collier County's Growth Management/Building Plan Review division requires a Fence or Wall building permit (form PRFW) with a plot plan showing location, height, and materials before construction. Under Florida HB 803 (effective July 1, 2026), owners of single-family homes are exempt from the permit for work valued under $7,500, but that exemption does not apply where the property lies in a Florida Building Code flood hazard area. Agricultural-district fences are exempt from LDC height and construction-type standards.
Building without a required permit can trigger a stop-work order, after-the-fact permit fees, and Code Enforcement citations with daily fines up to $250 (repeat $500) under FS 162.09.
