Baton Rouge requires permits for most fences and retaining walls. Maximum fence height is 8 feet; front and corner-side yard fences above 4 feet must be at least 70 percent open. Title 9 (Licenses, Regulations and Trade Occupations), Chapter 16 of the City-Parish Code and the Unified Development Code (UDC) govern fences and retaining walls. Permits are required for all fences and free-standing walls; applications are submitted through MyGovernmentOnline.org to the Permit & Inspection Division. Maximum fence height is 8 feet; structures exceeding 8 feet need licensed engineering design. Fences taller than 4 feet in front or corner-side yards must be less than 30 percent solid (70 percent transparent minimum). Retaining walls over 4 feet from footing bottom require stamped engineering plans. Chain-link may reach 10 feet in M (industrial) zoning. Concertina and razor wire are prohibited parish-wide on non-security infrastructure.
Unpermitted fences or walls may receive stop-work orders, mandatory removal notices, and civil fines under Title 8 building-code enforcement. Permit fees and re-inspection costs apply.
