The County Building Division requires permits for retaining walls exceeding 3 feet measured from the top of the footing to the top of the wall. Even shorter walls need permits if they support a surcharge β meaning any weight, fill, structure, or slope behind the wall. Retaining walls over 4 feet in exposed height require engineering by a licensed civil or structural engineer. The County grading ordinance may also apply if significant earth-moving is involved. Drainage behind retaining walls must be properly designed to prevent hydrostatic pressure buildup. Stepped retaining walls with less than 3-foot individual heights may still require permits depending on total configuration.
