Per the GA State Minimum Standard Building Code, retaining walls exceeding 4 ft in height (measured from the bottom of the footing to the top of the wall) or any wall supporting a surcharge (driveway, pool, structure) require a Gwinnett building permit and stamped engineering plans. Terraced walls with <3 ft horizontal separation are treated as a single structure for height calculation. Walls must include proper drainage (weep holes or French drain) and cannot redirect stormwater to concentrate flow onto adjoining property β a violation of Gwinnett's Stormwater Management Ordinance. Walls within stream buffers (25/50/75 ft) or floodplain require environmental review.
