Retaining walls in North Miami require a building permit from the Community Development Department at (305) 895-9825 when they exceed 4 feet in height measured from the bottom of the footing to the top of the wall, or when they support a surcharge (such as a driveway, slope, or structure above). Retaining walls must be designed by a Florida-licensed professional engineer, with sealed engineering drawings submitted as part of the permit application. All retaining walls must meet HVHZ requirements under the Florida Building Code. Walls must include proper drainage systems (weep holes, drainage aggregate, or French drains) to prevent hydrostatic pressure buildup. In flood zones, retaining walls must not obstruct natural water flow and must comply with FEMA floodplain management requirements. Setback requirements apply based on the zoning district.
