Peoria, AZ Filming & Production: Location Permits (2026)

City Code § 11-92 makes it unlawful to Film, meaning record for other than personal use or a current news event, on City-owned facilities, City property, or any public right of way, without a valid Filming Permit. An applicant must file in person on a City form, include a sketch of the film site, and provide a Certificate of Insurance naming "City of Peoria, Arizona" as an additional insured with coverage of $1 million per occurrence and $3 million aggregate for the entire permit period; the City can require higher coverage during review.

Filming inside a permanent Studio is exempt from the section. The Office of Communications must approve, conditionally approve, or deny an application within five days of receipt, or within two days if the applicant pays an expedited review fee; if the City misses the ten-day outer deadline, the permit is deemed approved. The City must approve unless the application is incomplete, the fee is unpaid, the applicant lacks the right to use the location, or filming would cause an unmitigable nuisance. A permit can be suspended for up to thirty days for a code violation, a refused inspection, or filming outside the approved location, with a hearing available within two business days of a request, and violations of §§ 11-92 through 11-93 are a class one misdemeanor under § 11-94. m.
