Petaluma, CA Filming & Production: Location Permits (2026)

40 of the Petaluma Municipal Code, cited as the Petaluma Film Permit Ordinance, makes it unlawful to conduct a filming activity, meaning filming, video taping or photographing for motion pictures, television programs, commercials and nontheatrical film productions, without first obtaining a film permit from the city manager. Applications must be filed with the city manager's office at least five business days before filming begins, though the deadline can be waived for good cause if there is still time to process the request and prepare city services.

The application form must disclose the applicant's name, address and phone number, the filming location and daily call times, a description of any stunts, chase scenes, pyrotechnics or special effects, the name of the person in charge on location, proof of permission to film on private property, and a description of vehicles that will be parked on city streets along with a parking plan. The city manager must approve or deny the application within two business days, and must approve it unless the activity would substantially disrupt street traffic, interfere with emergency vehicles or previously authorized excavation work, interfere with municipal functions on city property, create a substantial risk of injury, or violate federal, state or local law.

Applicants must carry liability insurance naming the city as an additional insured and sign an indemnification agreement before the permit issues. Permit exemptions apply to news-purpose filming, filming conducted in a fixed studio, and filming for a criminal investigation or court proceeding. A permit denial, condition or revocation can be appealed to the city clerk within five days for hearing at the next city council meeting.
