Laredo, TX Filming & Production: Street Closures (2026)

Sec. 18-51(c) of the filming article states plainly that street closures needed for a production 'should go through the current city process,' pointing productions to Sec. 28-4, Permits Required for Temporary Street Closures, in Chapter 28. That section requires anyone, including a film production as a private party, to obtain a permit from the city manager or designee before closing any portion of a public street, right-of-way, or sidewalk to vehicular or pedestrian traffic. The temporary street closure application must be filed at least 30 days before the scheduled closure and must disclose the sponsoring individual or organization, the dates and times requested, the blocks or intersections to be closed with a map, the estimated number of participants, the purpose of the closure, whether sound amplification equipment will be used, and traffic-control and barricade plans.

The applicant pays a $100 non-refundable application fee, a $100 late fee if filed after the deadline, a $100 traffic control plan fee to the traffic department, and a $100 daily fee for each street closed for 24 hours or less; the city may also pass through actual costs for city-contracted barricades, signs, and manpower. The city manager or designee must act within 14 days of receiving a complete application and must state reasons in writing if the permit is denied. A denial or revocation can be appealed to the city council by filing with the city secretary within 72 hours or two city working days, whichever is longer.

Permit holders must sign an indemnification agreement, carry liability insurance naming the city as an additional insured, and provide barricades, security, and sanitary facilities as the city deems necessary.
