Orange, CA Filming & Production: Street Closures (2026)

070 of the Orange Municipal Code sets the traffic and street-closure conditions attached to every filming permit. Under subsection D, any filming that would alter, impair or impact traffic flow must use law enforcement personnel designated by the City Manager or designee, which may include the County Sheriff, the California Highway Patrol or City police, and comply with all traffic control requirements the City deems necessary. The permittee must furnish and install advance warning signs and traffic control devices conforming to the California Manual of Uniform Traffic Control Devices.

Traffic may be restricted to a single 12-foot lane or stopped intermittently, with the duration set by the Police Chief or designee based on location; traffic cannot be detoured across a double line without prior approval, and camera cars must travel with the flow of traffic and obey all traffic laws unless the City authorizes otherwise. Emergency road work always takes priority over filming. 58, to restrict the use of or close any City street whenever considered necessary and appropriate for a permitted filming activity.

Subsection F requires that access roads serving as emergency service routes never be blocked without prior approval of the Police Chief or designee, and bars relocating or moving any City-owned structure without prior approval of the City Manager or designee. Permittees are billed at the City's current rate for use of City-owned or City-controlled parking lots during filming.
