Eastvale, CA Filming & Production: Student Filming (2026)

Section 6.16.040 of the Eastvale Municipal Code lists three categories exempt from the permit fees otherwise imposed under Chapter 6.16's commercial filming rules. Subsection (a) waives fees for films produced by charitable institutions, defined in Section 6.16.020 as nonprofit organizations qualifying under Internal Revenue Code Section 501(c)(3) or Revenue and Taxation Code Section 23701, and for news media producing regularly scheduled news programs or special news programs broadcast within 24 hours of the event. Subsection (b) is the student waiver: a student who submits a letter, written on school letterhead by a school administrator or instructor, stating that the applicant is currently enrolled in a recognized United States institution and that the film is not a commercial release, has the permit fees waived as required by the chapter.

Subsection (c) extends the same fee waiver to public access and local organization programs produced by cable television operators franchised within the city. The waiver reaches only the fee; a student production still needs the underlying permit required by Section 6.16.030 before filming on public or private property in the city, still must meet the insurance and site-use conditions of Sections 6.16.050 and 6.16.060, and remains subject to permit cancellation under Section 6.16.090 for violating a permit condition.
