Glendale, CA Filming & Production: Student Filming (2026)

Glendale Municipal Code § 5.92.070(B) discounts permit costs for three groups filming under Chapter 5.92's motion picture and television production permit process: nonprofit corporations, organizations or associations as defined by California Revenue and Taxation Code Sections 23701(d) and 23701(l); public affairs programs as the Federal Communications Commission defines that term; and students enrolled in a school, college or university, as defined by Business and Professions Code § 18629, who are filming or videotaping as part of a class project. For any of these three categories, the application fee, service charge or transaction fee for obtaining the permit must be discounted to no more than 50% of the standard rate.

The discount applies to the fees for obtaining the permit itself; it does not eliminate the separate use charges under § 5.92.040 for occupying city property, using city personnel, fire division inspections or city equipment, which the section does not mention. Students still have to go through the same application process as any other filmmaker: a signed, dated application under § 5.92.020 listing the location, dates, scene description and person in charge under § 5.92.030, and the city manager can still deny the permit under § 5.92.060's public safety, traffic and neighborhood-impact criteria. The discount is a cap on what the city can charge for the permit paperwork itself, not a separate, lighter-touch permit track for students.
