FilmLA's Student Rate Program waives or steeply discounts permit fees for accredited film-school productions in Los Angeles, applying LAAC Β§22.350 fee-relief provisions to projects without commercial intent or paid crews.
Through the FilmLA Student Rate Program authorized by LAAC Β§22.350, students enrolled in accredited film schools may obtain location permits at no cost or at a reduced flat fee covering only direct city service charges. Eligible productions cannot pay cast or crew, must remain non-commercial, and must list the school as the responsible insured party. Insurance through the school's master policy is generally accepted. Standard rules still apply: no street closures without notice, off-duty police for stunts or weapons, and respect for neighborhood filming caps. Thesis projects, MFA reels, and class assignments qualify; YouTube monetized content and freelance side projects do not.
Filming under student rates while being paid, listing a non-accredited program, or skipping insurance triggers fee back-billing, suspension from the program, and possible LAAC Β§22.350 citations carrying fines and revocation of future filming privileges.
