Section 2.4.400 limits its relief to the application fee described in Section 2.4.300; it does not excuse students from the underlying permit requirement in Section 2.4.100, the application to the Film Liaison in Section 2.4.200, or any other permit fee, rate, or charge that otherwise applies. A student production must still submit a completed application to the Film Liaison on City forms, obtain written permission from surrounding property owners and tenants under Section 2.4.500, and give 72-hour written notice within a 300-foot radius under Section 2.4.600 before filming begins.

Section 2.4.905 gives student and other small productions a separate, related break: a business license is not required for a filming project lasting three days or less and involving three or fewer cast and crew members; the Finance Director has discretion to require a license for anything larger. Filming done for news gathering purposes, addressed in Section 2.4.100, needs no permit at all, a broader exemption than the one available to students. Together these sections mean a student filmmaker in San Leandro skips only the application fee and, for a small enough shoot, the business license, while still following every location, notice, hours, and insurance rule the Film Liaison enforces under the rest of Chapter 2.4.
