All fireworks β including California-approved 'Safe and Sane' fireworks β are prohibited in the unincorporated areas of Solano County. Solano County Code Chapter 12.5 makes it unlawful to possess, use, discharge, offer for sale, or sell any fireworks, firecrackers, torpedoes, or other pyrotechnics in the unincorporated county, and a violation is a misdemeanor. Safe-and-sane fireworks legally bought in a city that permits them (Dixon, Rio Vista, Suisun City) may not be brought into or used in unincorporated Solano County.
Solano County's fireworks ban sits in Chapter 12.5 (Abatement of Fire Hazards) and applies countywide outside city limits. Within Solano County only Dixon, Rio Vista, and Suisun City currently permit the sale and use of state-approved 'Safe and Sane' fireworks during a limited Independence Day window through licensed nonprofit booths; Vallejo, Benicia, Vacaville, and Fairfield prohibit all consumer fireworks within their city limits. Anywhere in unincorporated Solano County β including rural areas, agricultural land, and open space around Lake Berryessa, the Suisun Marsh, and the Vaca Mountains β every consumer firework, sparkler, bottle rocket, mortar, or aerial shell is illegal year-round. Possession of dangerous (non-safe-and-sane) fireworks is independently a misdemeanor under California Health & Safety Code Β§12677 and may also be charged as a felony in larger amounts. After the 2020 LNU Lightning Complex fires burned over 363,000 acres across Solano, Napa, Lake, Yolo, and Sonoma counties, enforcement of the unincorporated-area fireworks ban has been heavily emphasized by the Solano County Sheriff's Office and CAL FIRE LNU during the Fourth of July period.
Under Solano County Code Chapter 12.5, possession, use, sale, or discharge of any fireworks in unincorporated Solano County is a misdemeanor β punishable under the County's general penalty provision in Chapter 1 by up to 6 months in county jail and/or a fine of up to $1,000. Confiscation of fireworks is standard. State Health & Safety Code violations for dangerous fireworks carry separate penalties up to $50,000 and possible felony charges, and a person whose fireworks cause a wildfire is liable for full suppression costs under H&SC Β§13009.
