All fireworks of any kind are illegal in the City of Vacaville under Vacaville Municipal Code Chapter 9.62 (Fireworks Regulation). In 2022 the City Council strengthened the ordinance to authorize City staff to cite the property owner whenever any firework is stored or used on the property, regardless of the amount or type. Dangerous fireworks carry an administrative fine of $1,000 per occurrence plus a 10% late charge.
Vacaville bans the sale, possession, use, storage, and discharge of all fireworks within City limits β including state-approved 'Safe and Sane' fireworks that are legal in neighboring Dixon, Rio Vista, and Suisun City. In 2022 the City Council adopted an expanded Chapter 9.62 that lets Vacaville Police and Fire Department officials cite the property owner if any fireworks are used on the property, even without identifying the individual user. Each violation involving dangerous fireworks (the broader state-defined category covering bottle rockets, mortars, aerial shells, M-80s, etc.) carries a $1,000 administrative fine per occurrence under VMC 9.62. Possession of dangerous fireworks is independently a misdemeanor under California Health & Safety Code Β§12677 and can be charged as a felony in larger quantities. Enforcement is heaviest during the days leading up to and immediately after the Fourth of July; the Vacaville Fire Department coordinates with VPD and CAL FIRE LNU. Drone surveillance and Ring-camera-sourced tips have been used to identify violators in recent years. Vacaville also lies within or adjacent to areas affected by the 2020 LNU Lightning Complex fires (~363,000 acres), which is part of the rationale for the strict total ban.
An administrative fine of $1,000 per occurrence applies to anyone who possesses, uses, stores, sells, or displays dangerous fireworks under VMC 9.62, plus a 10% late charge if the fine is not timely paid. Property owners can be cited regardless of who actually used the fireworks. Dangerous-fireworks possession is additionally a state misdemeanor under H&SC Β§12677 (or a felony at higher quantities), and anyone whose fireworks cause a fire is liable for full CAL FIRE suppression costs under H&SC Β§13009.
