Colorado allows only ground-based and handheld sparkling devices (fountains, ground spinners, sparklers) without a permit. Anything that leaves the ground or explodes—firecrackers, rockets, bottle rockets, roman candles, mortars—is illegal statewide. Jeffco also bans all fireworks whenever fire restrictions are in effect.
Under Colorado's fireworks statute (CRS 12-28-101 et seq., recodified as CRS 24-33.5-2001), only "permissible fireworks"—small non-aerial, non-explosive devices such as cylindrical and cone fountains, wheels, ground spinners, illuminating torches, dipped sticks and sparklers—may be used without a permit. The statute expressly excludes aerial and audible ground devices, including firecrackers. Display fireworks require a state or local permit. In Jefferson County, the Sheriff routinely enacts Stage 1 or Stage 2 fire restrictions in the foothills WUI, during which all fireworks (even permissible ones) are prohibited. Individual cities (Golden, Lakewood, Arvada, Wheat Ridge) may ban fireworks entirely, so check local rules before igniting.
Using illegal (aerial/explosive) fireworks is a class 3 misdemeanor. Violating a Sheriff's fire restriction is punishable by a fine of up to $600 upon conviction.
