In unincorporated Snohomish County, consumer fireworks may be discharged only from 9:00 a.m. to 11:59 p.m. on July 4, and only outside designated 'no fireworks' areas. Southwest unincorporated county is a total ban zone. Novelties and sparklers are exempt.
County code is stricter than Washington state law. Statewide (RCW 70.77.395) discharge is permitted across late June and July plus New Year's Eve, but SCC 30.53A.722 limits unincorporated Snohomish County to July 4 (9:00 a.m.-11:59 p.m.) only, with no New Year's window. Discharge is banned entirely in the designated 'no fireworks' areas listed in SCC 30.53A.726 (including southwest unincorporated county). Retail sale runs noon June 28 to noon July 5, but county sales rules have been tightened by later ordinance. Novelties and sparklers are exempt from the discharge restriction. Incorporated cities set their own rules.
Any violation of SCC 30.53A.722 is a class 1 civil infraction under SCC 30.53A.400, punishable as provided by chapter 10.70 SCC (typically a $500 penalty).
